@MrCrazyDeakon he explains it like being a mare tower where after a certain time people are effected by the desire to grow stronger and in turn twist their desires for the sake of chasing more and more where culyivation is born as those who grow stronger use those who could not and became resources and they keep on going and going until maybe a single being jaehwa in this case becomes strong enough to reach the end of the cultivation and end up being on the throne called big brother essentially big brother did not create cultivation the desires of everyone made it so such a system exists but jaehwa will probably destroy the world (i still dont know how the time waterfall came to be)
