@Moi petite baguette She is indeed better than the Emperor but I would say they're equally dumb. She will get the same fate as now even if she was born in Lombardi. Why? You can't decide your birth family or place but after certain age you can choose your path according to your mindset. She could've become a Great Empress, loyal to her subjects, her works, treat both princes equally, I am not saying to give unconditional love to her step son but remain open minded about his existence because his birth is not his fault, not tried to scam brown family.....etc etc She could've done things differently, then the people will definitely support her, even Tia and 2nd prince would've positive response regarding her status. So, she didn't need to born in Lombardi family to be in a good side, even if you're in a h*l, you still can have your own piece of mind to think what's good and what's bad, and act accordingly. You own your actions.

@Paro except her family was literally precisioned to be an oppression to the Lombardi that was likely one of he conditions to her becoming the empress. While her farther wasn't as smart as her he was still ambitious and he had a hand in the Brown family's fall and worked with the crown before but I doubt that alone would of been enough to secure the position of empress for his daughter. But seeing how effectively they took down the browns the emperor likely wanted them to take the Lombardi down a peg or two or at least keep them in check a plan that worked in the original timeline before the 2nd prince killed her. If however she was born in the Lombardi she would have had more freedom to choose her own path sure she would likely still be a manipulative schemer but as long as those scheme benefited the Lombardi she would have been accepted.
