@Rin un honestly it kinda looks like his dad staged it all 
he wanted to be part of the investigation prolly to fabricate it 
and he hurt his son to stop him from talking too much - I guess he controls him with the necklace 
I think since they are both powerful families the goal is to frame the fire house and either get compensation or lower or even get rid of their influence
