It is jealousy tho. Some people simply can't accept that others can exceed their expectations and do better than them. In Sumin's case, she desperately needs to be seen as superior because she's known Jiwon since childhood, a time when Jiwon was lonely and dependent of her. Sumin loved the control she had over Jiwon while she was a pushover because for Sumin, its unacceptable that Juwon is abble to break free from their abusive relationship. Juwon has to be a pushover, and her ego boost. Because Sumin's pleasure comes precisely from that contrast: she feels prettier, cuter and kinder only while Juwon is looking miserable by her side.
