The proposal required each region to submit detailed road maps and allow imperial officials to inspect roads and transportation systems. Many nobles immediately opposed the idea because they felt it threatened the independence and autonomy of their lands. Earl Carnis Line from the West questioned why this was necessary when the imperial palace already had maps. Marchioness Ortio from the East argued that the empire's roads were already excellent and did not need major improvements. She also pointed out that the East had created the magical gates used for transportation and was upset that the imperial family seemed interested in taking control of them. The Emperor then announced that administrators would soon be sent to every region to begin inspecting roads and transportation networks. At the same time, back in the North, Leo was having a lesson with Varya. Although Varya and Phileo had confessed their feelings for each other, they were not officially a couple yet.
