I don't know how young you are....guys tend to mature lot later than us girls so I can't be the one to tell you if he is doing that intentionally or not. He might be childish and just playing with you for time pass or could be aiehead and not understanding how you feel. You know him the best. But if you ask my opinion no one in the world is busy to call once or just text here and there. My advice will be stop texting, calling everything and see if you even get a bit of attention from the other side. And if you do clear with him and communicate how you feel. No need to be needy and clingy but everyone deserves attention and love from loved ones. It's better to understand this as tounf as possible that you should never beg for love. Hope i don't sound like 70 year old
