@giyu_simp the proposal it's about lowering taxes in order that internal producers can exports weapons outside the country. The downside is they will eventually be equipped the neighbours countries and probably will cause military advantage against their own country. In other words, these people will sell weapons that will be used against their own country, only because they seek financial benefit.
