@Jungeong Lee As a kid who was also given unrestricted internet access at 13 (I'm currently 17) yes. This is a result of bad parenting, do not blame a child because their parents didn't watch what they did when they first got a device, don't bother commenting "oh wow your X yrs old? That's terrible your parents must hate
