So for those who don't understand since I've read the novel let me explain. Taeui uncle was using him all along. Not only did the uncle steal the brothers work but he wanted Taeui to be the one to send it off to the person. Guys it's simply just that. The uncle is not as good as he seems trust me. They are all just using Taeui to get to his brother even the uncle. Also illay was working with the uncle all along.
What McLean meant was if illay and Taeui was working together why Taeui didn't send off the document. They all betrayed Taeui and used him.
