@Introvert if I am following this right, then the royal blood line (the strongest or something) has the power of the dragon. He accidentally revealed that when he cried over his mother's body as a little boy when the emperor did the royal "cleaning spree" to become Emperor. The tattoo on his back is a seal on his back to prevent him from using his power. Maybe the baby dragon felt something was wrong with him and tried to break the seal, but like the duke said (though I think his proper title might be Prince since his father was the true crown prince), the baby dragon is too young to break the seal
Side note- I want that princess sent to a convent in the mountains where they take baths with cold water. That feels like the ultimate punishment. Ya she's a child but I swear there are hints in the story that she went back in time and resents the FL.
