He said "kill them all" so I interpreted it as "even the citizens of the city" lol, I know that you have to kill people who are threats, I just thought it was disgusting not caring about the lives of the innocent citizens

@Yuri The goal is to put down the rebellion, which would include anyone aiding and supporting the rebellion. Usually when someone says 'kill them all' they're not really talking about the civillians, they're talking about the warriors, leaders, and suppliers, but in this case, especially considering the way the country is portrayed, they might mean all of the civillians as well, because even the civillians would rise against the empire
