@Hanyeool.. I think its a level 90 restriction on it cause he is not at the "g** level requirement" but can have the stats of a g** level superpower later on before he hits level 90

@Otis Young  it does have a level requirement but if I remember properly before he could use it three times as consumable item to I think use a attack at the level of a g**

@YEETUS21  but when he reached quasi or quarter of its strength it changed from a consumable item to normal item but with a high level requirement which is 90

@James you don't understand how powerful that scepter is there's over 4 thousand chapters of the novel and he still hasn't unlocked the full power of that scepter
