Semantic Error is a Manhwa (Korean comic). I don't know where Semantic Error is set at, the tv show is set at South Korea, so I will be using South Korea laws to see if it's against the law. Please correct me if I'm wrong.
South Korea Workplace Harassment
In Section 2 of Article 76, the amended LSA defines “workplace harassment” as “an act of an employer (or business owner) or employee (or worker) that causes physical or mental suffering or worsens the working environment of another employee/worker by taking advantage of his/her status or relationship within the workplace beyond the appropriate scope of work.
Korean definition of stalking
Stalking (스토킹) is unwanted and/or repeated surveillance by an individual or group toward another person. Stalking behaviors are interrelated to harassment and intimidation and may include following the victim in person or monitoring them.
