@Sora i know, and considering he's so young and he had no proper adults in his developmental stages of life it must be even harder- but he still knows what is societally acceptable as right and wrong and decides to kiss his stepsister fully knowing she has a boyfriend who she likes. That's just him taking his anger and bitterness out on her which isn't fair to haruno at all. Now she's going to blame herself and develop her own trauma. I dont think having traumatic experiences and living a bad life gives anyone the right to treat another person that way. His horrible life is not an excuse for the trauma he's giving to the only person who ever cared for him that much.
