So for anyone curious about Hiro's odd positioning during the ceremony the LN doesn't actually say directly but it does give us enough to figure it out ourselves. basically Hiro's award is for "Sacrificially throwing oneself at the enemy to buy allies time to retreat/regroup" Hiro is, I think, the first person to survive earning it. 
 clearly the organizers had been told someone won the award and assumed death so Hiro's spot was for where his coffin/memorial photo was supposed to go.
