I am reading this after a long time , could someone tell me how the officer is the reason for his brother's death and how did they meet ?

@Jjk So The officer knew him from the police station the brother always came there but didnt say nothing and this made the officer care for him so one day he followed him home and that night Haeil (the officer,) was attacked by the drugged father then he couldn't do nothing cus he fatted making Impossible to do anything to help the brother of the Top , so people assumed he fled and he is now blamed for the death .
