@Giselle_loves_you as @Jexzuren said, the woman who fainted and died was Pyonghwa's mother. Representative Lee treated Incheol that way because she didn't want him to attend the funeral, she wanted him to feel he'd done something wrong to keep everything under wraps, but not guilty enough to stop working for her. If he got too involved in the case and started questioning whether what they were doing with the redevelopment project was wrong, she couldn't continue using him as a tool. She's manipulative, and Incheol was surprisingly naive and not as ruthless as the author wanted us to believe.
