Yohan accepted a job from the leader of fornicarium (Jin) because Jin promised that if Yohan completed the job then his sickly brother would get the treatment he needs. The job is to steal a list from Victor that contains the names of all the districts willing to vote for fornicarium's rival district, Luna, to take over a valuable piece of land that no district currently owns. Victor has the list bc his sister Alex is the ruler of Luna and entrusted him to keep in safe. Victor is traumatized bc he was bullied by Alex all his life, was in an abusive relationship with Jin after running away, and was captured and tortured by the Fornicarium health center leader named Peter via unknown reasons.

Yohan discovered where Victor keeps the list last season. Problem is, Yohan's fallen in love with Victor and doesn’t want to betray him. So he's been delaying stealing it, thus pîssing off Fornicarium. As retaliation/to put some fire under Yohan's àss, they're now taking away Yohan's brother to a health center and refusing to give him treatment to actually heal him until Yohan steals Victor's list and gives it to them. It's also extra dangerous for Yohan's brother to be there because health centers in Fornicarium usually serve as torture experimentation chambers for grays (people with no citizenship) like Yohan and his brother. 

TL;DR: Yohan promised to do a job in exchange for his sick brother's health and is taking too long to do the job bc he loves Victor and it would betray him. But if he doesn’t do the job his brother will probably die. He's stuck between a rock and a hard place.
