I think what he meant is that she meant to be the king, not a Queen so she could have changed the laws that needed to be changed to become the king and get married and have children without worrying her kingdom will be given to another kingdom if she gets married. So she could have been happy if she was to obtain being the king instead of just being lonely as a Queen.
