I think, Tei believes that shuraka is merely hung up on his first love. And that when he cools, he will realise a woman will make a much better partner than him. He just sees this as an arranged marriage, where he will surely be replaced later. So, he doesn't have to emotionaly invest in this relation and that he only has to fulfill his role as someone who helps Shuraka deal with the side effects of the eye of Natam. He considers himself as a tool that will help Shuraka. And he would do anything to make sure Shuraka is fine. He has not reached the point of accepting Shuraka as a partner, he sees him as a kid.
On the other hand, Shuraka, I believe, doesn't realise nor understand Tei's standpoint or thoughts. He I think is too absorbed in an happily ever after. I, for sure think, that Shuraka believes as long as he loves Tei, everything will work out. He believes that as time goes by Tei will surely accept him and everything will be fine. The issue comes with the idea that I think Shuraka is bad at relations and understanding people. Which can be seen when he tells Tei to speak no more, when he told Shuraka about his mum. He will want to coddle Tei, keep him out of dark, dangerous matter, Tei will believ Shuraka doesn't trust him, while Shuraka simply want to protect Tei. And the sudden cold attitude sometimes shows how generally deals with people. He is only like a puppy and close with Tei. But now even Tei is starting to feel distant and the gap is somehow not closing, therefore the hint of authoritarian talks, that makes Tei pull back, because I think that Tei thinks Shuraka is too much into him.

I think it'll take a lot of time for them to properly communicate, and make the other understand their thoughts. Honestly, I love that Tei is not instantly feeling love on a partner level, and sees himself as a kind of guardian. And also love that Shuraka is not some green flag, who understands Tei perfectly and won't push him too far until he allows it. I'm pretty sure Shuraka most likely will say something that will most definitely make Tei distance himself very badly.

I believe real life relations our rarely, 100 percent green. For you to be a green flag, you need to have seen or felt that kind of relation. I'm pretty sure Shuraka in the middle of war, succession battle etc was not in a condition nor did he have anyone he considered trustworthy enough to nurture a relation with

Thank you for reading my rant. I wanted to type it as I feel like people are too hung up on wanting Shuraka to be green flag, not taking the environment he grew up into consideration. He'll surely make a lot of a mistakes regret, fix it, grow and realise that love isn't as simple as he thought it was.
@BABY GIRL that was an amazing take. I had people are out here yelling red flag and green flag. No one was talking sense. Your take is amazing. That's exactly what's going on. They are going to go around in circles for sometime. Cultural differences can play a great role is ruining relationships. It is very hard to see from another person especially when you never knew it existed.

I love the nuanced take that the author took here, Tei's warm feelings for Shuraka come from the place of an elder protecting a kid, so of course he won't be able to switch that off without feeling distant 
He knows the kid, adult Shuraka is a stranger to him
So when ML acts like a kid, Tei can kinda feel alright, but the moment the inevitable changes start to show, it brings forth the fact, that he is just a political instrument for his people and this king (in Tei's eyes)

Gotta see how the communication will resolve this though
