I think, Tei believes that shuraka is merely hung up on his first love. And that when he cools, he will realise a woman will make a much better partner than him. He just sees this as an arranged marriage, where he will surely be replaced later. So, he doesn't have to emotionaly invest in this relation and that he only has to fulfill his role as someone who helps Shuraka deal with the side effects of the eye of Natam. He considers himself as a tool that will help Shuraka. And he would do anything to make sure Shuraka is fine. He has not reached the point of accepting Shuraka as a partner, he sees him as a kid.
On the other hand, Shuraka, I believe, doesn't realise nor understand Tei's standpoint or thoughts. He I think is too absorbed in an happily ever after. I, for sure think, that Shuraka believes as long as he loves Tei, everything will work out. He believes that as time goes by Tei will surely accept him and everything will be fine. The issue comes with the idea that I think Shuraka is bad at relations and understanding people. Which can be seen when he tells Tei to speak no more, when he told Shuraka about his mum.
