@Random commenter because as you know there is different people between the 10 emperors soo each emperor has his own strength, moreover I don't think zhuo fan was at his peak in his past life since he was still cultivating and he just found a new technic that would help him surpass the other emperors; when they heard about it could they let him cultivate it ?

They ganged up on him for his collection (the nine serenities scroll), which means he was a force to be reckoned with.
If this king of sacred beasts makes the heavenly/sacred domain emperors seem insignificant, I just don’t get the power scaling for the strongest in story, so far
