lippe is the blue haired girl and also the blonde one. they're the same person. lippe is the only healthy twin unlike bliss that's why she thought that she took bliss and aria's life because she's the only healthy among the three.

thenobles want lippe to lead them.. to become an empress because they thought that bliss only causes trouble. 

lippe is studying (future) med i guess? to help aria and bliss when she get to know what to do in the future to heal both aria and her twin, bliss. 

lippe also travelled back to past to stop bliss from changing the past but according to the last panel, bliss really wants to end their mother's suffering by not being born (only bliss since aria have a choice whether to abort both, abort one of the twins or to have them both)
