If I recall correctly, it's the guy that stole skylars wallet (well was about to, till cirrus went on a whole 360` degree and threatened to held em hostage)

isn't he is one of chan-il and cirrus's friends? i think he has a bad term with skylar because all the thing that happened between skylar and chan-il i guess ( skylar used to be rude with chan-il and he got pis*** when he heard the story from chan-il)
