@IDK probably copy a portion of the stealed skill. Because the copied skill always have lower rank.

@Papi Rio I think the only reason the rank of the skill is lower I cause of the mc's rank, in the beginning he was rank F so the skill became rank F and as he moved up ranks his skill ranks increased . I might be wrong tho but that what i think
