took me another reading to get this- Aqua is disgusted at himself as he says that to arima (being all manipulative), which is why he laughs at the situation. He's embodying his father who manipulated his mom the same way and laughs at how the girl he likes and his mom were both being manipulated by some flattering words by the men they love. He realises that that's all it takes for these men to take advantage of these girls.
