Because the story did start him being not able to cultivate but he was well versed and everything else, he went around helping the town in various situations. So at this point he should no longer be this ignorant, because he seen and witnessed so many things. But every time he does something, he gets shocked, then the story moves on as if it never happened. Even ATTP realize the mc couldn't remain ignorant forever. So I'm not sure what the author is doing anymore.
