 history lesson time. In ye olden times socks weren't elasticized so they fell down the leg easily. And it was bad form to show any leg when wearing trousers. So sock garters were invented to keep socks up. 

now it's usually a kink thing lol. Or I guess some people worry about their socks falling down idk.
