1) She did it out of an impulsive thought, she said that the moment it happened.
2) If you are talking about that mage; you've read the dialogues, haven't you? The emperor wants him as an ally, he can't just out him in a prison plus he is way too powerful.
3) Because there are no proves that she was part of the plan, plus the sister was a victim as well
