Creation Magic requires 4 things in order to work.
1) Materials. You can't create something from nothing.
2) An understanding of what you're creating. The deeper your understanding, the better the end results.
3) A good imagination / visualization prowess. Since you need to visualize and conceptualize every facet of what you're making.
4) One's personal mana capacity. To fuel the magic. The more you have, the more you can do. The less you have the more useless the outcome.

So ... in other words. It's basically Alchemy from FMA. But with a few extra restrictions.

So ... making water, probably wouldn't work via atomic manipulation. Most likely.
As for creating fire and wind. You can make something that can generate wind, like a fan, but actual wind on par with wind magic. Nope.
Fire on the other hand is easy. As long as you grasp and can conceptualize:
- Oil (Biological Oils and Fossil Oils)
- Gun Powder (Charcoal, Potassium Nitrate, and Sulfur)
- Gun Cotton (Sulfuric and Nitric Acid + Cotton)
- Nitroglycerin ( Sulfuric Acid and Nitric Acid + Glycerin)
- Alcohol (100 - 200 Proof): Grain + Sugary Liquid + Yeast.
Then after using Creation Magic to process any or all of the above. You'll have created something that turns into fire under specific conditions.
