@Keyla hai yes they are minors, I'm guessing they didn't go all the way since gunnie mentioned the only time ian has seen him without any clothes was when he dressed him while he was sleeping into his pajamas! But either way, it's fairly common for high school students to have their first time, or be intimate with one another as long as they are safe and no boundaries are crossed!
