15 USC 4724 e 1 A - United States Citizen means a United States Business.
U.S. Citizens cannot be people. What section is that under? Trade Shows. What does that section define? A Circus. Does it take a lot of reading comprehension to figure that out? Absolutely. Can the common folks figure it out? Only if they read. Most folks do not read. It's written in plain english (Plain Writing Act 2010) and the easiest version i have found is at cornell's LII WEX, but the WEX often has omitted parts and is not complete (and yes, attorneys want us to never know everything, they lie and omit all the time) so supplement that reading with govinfo.gov.
