The whole guild is basically a religious organization disguised as a hunter guild to operate a religious knight order legally, and as the highest authority, Leon is practically the organization's equivalent of both the highest commander and the pope, which means even if Leon actually resigns, the religious organization wouldn't disappear.

@Pierre André Turner If Leon actually resigns, the existing Pantheon Guild would just be an empty husk, and all members would just follow him. If they try to ban him from becoming a guild master, a puppet would be installed, and Leon would still hold the actual authority. After all, his heart is where the gods rest. The member of the guild might seem like a disbeliever, but they're probably the most loyal follower, having actually seen the worst of the demon, the gods, and other Grail Knights and even experienced the Leon of the past. Not to mention, they are now controlling Haram, and judging by the fact they freely hand over the divine flame to all citizens to identify demons and kill them and even stop the demon attack, they're probably quite popular in Haram, meaning they could just move out of Korea to Haram. But I doubt they're going to do that; Pantheon seems to be equally popular with Koreans, and Leon would probably just bulldoze through the public hearing.
