Arsha is a fcking weakling 
She's only good at scheming.
Even in the novel she was considered the weakest of the new monarchs
Her role were mainly support
When it comes to actual combat, she's weak ASF

Why'd you think she avoided confronting Suho 😭 
She knew she'd get obliterated if she fought against Suho, this was why she was doing things sneakily, spying on him and all that
 
Chugong literally said Queresha's power were designed to bully those weaker than her and Arsha shares the same trait 
Her abilities are designed to bully the weak.
The moment she faces someone stronger than her fear sips into her.

Gangan is B-Rank at best, An A-Rank would destroy him
Arsha on the other hand, her abilities her designed to bully those weaker than her.
She's weak ASF, even after becoming a Monarch, she was still considered the weakest
