This man is a coward but he is also a piece of sh** because he's fully aware of the truth behind the thugs, he was aware that if they caught jinju she would've been assaulted. If he really cared about his wife, he would've moved her to a secure location *before* disappearing, but he didn't cause if he heard her voice 'he wouldn't be able to stop from coming back'. That's an excuse, he wants her to move on and forget the months of torture she lived through and the multiple close encounters with sexual assault she had.
