He does already have penicillin so what's the big deal? He can easily cure it with penicillin ingestions

@Valentin Otto Earlier it mentioned that penicillin works on gram-positive bacteria, as they work by breaking down the cell membrane. However, cholera is a gram-negative bacteria, which means penicillin won't work on it. There are some antibiotics that target gram-negative bacteria, but in this time period it would be extremely difficult to nearly impossible to make, much less mass produce.
