There is a concern that 'leveling up' is a status, or the gaining of experience. He could very well return to level 1 upon reset.

That is true but this Dividend thing has yet to be explained. It could be something like "Excess Experience" or rather a small amount of experience becomes a dividend which increases your base power and since his dividend doesn't get reset, it's very likely that if he can just get more experience faster, his dividend will also explode in speed as well.
The rate of growth may also be directly related to one's level, like the higher your level, the slower your dividend grows so him staying at level one and now getting significantly more experience from the requests are also a huge bonus to the dividend.
