That's actually what the pope has been doing as he has been for many years holding blessing ceremonys hostage for a large sum of gold in a vain effort to live the luxurious life of a noble. Even going as far as to forcibly monopolize anyone with the oracle gift and/or send out his personal goon squad to eliminate anyone that would pose a threat to him. But because of his position of pope and him holding the blessing ceremony hostage, there was little the kingdom could do to move against him.
However that soon changes when he decides to pick a fight with Luke's village as he wanted to brand them as heretics with how easily they were giving gifts away. But Milia at this point of the story had developed the church of Luke which had grown very powerful. In turn, she ends up having the pope kidnapped, brainwashed, reformed, authenticating her church, and now worshipping Luke.
