I think he has an idea that fl kidnapped Magnus.

He knows something about her powers. It's hard to tell with the awkward translations, but my understanding is that he believes she controlled Magnus within his dreams in order to get him to make her empress and sit on the throne. He is sworn to protect the empire from the first emperor, who gave him and the others the power to eradicate all those with powers like hers. He thinks she is lying about not knowing how to use her powers.
