If all of a sudden he was going to get super strong it wouldn't have been a good manga, it would have turned out awful and the manga then should have been a lot shorter since everything would go much faster, it's not that he's not strong it's just that people who are stronger than him always appear and he is still literally in training, what did you expect? That he would suddenly become superman?
