So I assume this notes are coded and have a hidden meaning in them. Usally in this story's the higher levels are blocked off so that they might never challenge the person at the top so in essence it makes the world a fish bowel and all the people in it just little fish in the bowel normally when a fish gets to big it would go into a bigger tank another world but in this case they just become a big fish in a small tank never able to move past the set limts and restrictions of the world or the person who set them.
