There are so many things Tei doesn't know, and he's trying to understand everything just by analyzing without asking, which leads him to overthink and make himself sick, that could happen. Besides, he only moves within the framework of political exchange. Every action he takes is to prove his worth or be of some use, not because he feels Shuraka loves him(he doesnt even think that). On top of that, he sees Shuraka as a superior whose orders must be followed.

Also, Shuraka speaks very vaguely about things, never going deep. When Tei apologized in the carriage,for not being able to "please" him, so to speak—Shuraka didn't address that at all. He only reacted when Tei suggested he should look for someone else. He completely ignored how Tei was feeling and what he was trying to express. Shuraka is exerting control and power by saying things like, "I am the Padishah, you only need to stay by my side, you will never be alone again."
