What he's doing is repeating the traditional (and Government) point of view in a country (Japan) that wants to maintain/increase its population
This particular Omegaverse is reflective of current attitudes to men and women's places in a society/country that although ulta modern in many ways is ultra traditional in others, and is struggling to 'juggle' the two sides.
A country whose population is falling faster than anywhere else in the world.
From the outside Japan appears to be doing well, from the inside its failing rapidly
