Does everyone know that Ceaser and leewon are in relationship ....if yes then how did leewon's father let leewon be with Ceaser like isn't Ceaser enemy ???

Oh they're in a relationship alright.
When Caesar faked his own death, he proposed something to leewon's father , so the became allies to defeat their common enemy
After that Tsar and leewon became lovey-dovey

well it's complicated they are trying to make aggrements with one another due to that being "his lawyer" so they are kinda trying to be in an allience but i'm a bit rusty on the info.
