This is a very poorly written villain in my opinion. His motivation to become evil is that he was experimented on and now wants everyone to feel his pain... but he also thinks that the experiments were a good thing and could advance human technology. Maybe im forgetting or missing something but this feels like a very "villain for the sake of a villain" character.

@Poodlecoconut like to expand here on my thought, i think its a villain trying to do to many things. He has the hate for heros like stain. But also has the "glorious evolution" mindset of old viktor. And wants revenge on the people who started, but also the people who stopped the experiments... like pick a struggle dude you make no sense.
