@Fly away if you think about it the empress is the only person the emperor pays attention to unless he gets a concubine, so if he gets a concubine that 'love' or 'attention' wouldn't be hers any more. So it would be concluded as jealousy for the concubine so an empress (not Navier in this stance) would copy the concubine to gain that love or attention back. Plus in the eyes of the subjects or the guests a mere concubine couldn't think that up due to the difference in knowledge between a concubine and empress.

@sleepingsheep plus with everyone paying attention to the new concubine the empress would possibly get jealous and try to sabotage but due to attention being paid to by trashta by her facade to the ppl, the idea would try shot out of the water
