@XMLrm see the thing is a ‘man’ also can't defend himself if the word got out that Penelope is delivering something so maid is really the best choice as she is her trusted maid she will get it delivered without letting anyone know as she is has done it multiple times. and Penelope can't deliver it herself for obvious reasons or make any leads do as they can get brainwashed and she doesn't trust them.she can't make ANY knight do it because first she has kept all the transition between her and Mr. White secret.second words can get out.(there are many more reason why the maid is her only choice ,reasons like SHE ONLY TRUST HER AND NO ONE ELSE and many more)
