@Lhazey Kunsang Goshu tattoo culture in general got a bad rep in the region bcz it became very popular between gangsters for generation. It just has different forms depending on the country. You could see one very recent example of a form of it in the kdrama "dear hong rang" that got popular these days. There it was seen as a ritual of sorts to deem underprivileged people "human talismans" & strip them of any human right. Or just search up tattoo culture in East Asia.
