the duke was brainwashed by the devil who had put the mc in the orphanage after kidnapping her as a baby. The devil wanted the mc to suffer and be miserable so the duke was brainwashed to cast out all the kids out of the orphanage and then forget that there were any other kids there besides Diana and Jack. The villagers around the area were also brainwashed to cast out the children and forget them, so they couldnt come back and be forced to wander the streets.
As to why he didn’t do so in the second timeline, was because the devil didn’t intervene this time and also the mc stepped up and changed the situation
