Luna's nanny is indeed the culprit however the real mastermind is Joshua runcandel. There is a Magician who was hired by Joshua to put the curse on jin. The Magician was quite the big deal although poor thing died by jin's hands. Well that's it for now. For further spoiler text me.

@BLACK PRIMORDIAL NOIR tell me if i am wrong but joshua is makin an army to fight for the throne and it is being made in an orphnage and something like that i am just speculating so tell me am i right

To keep him in check. So that he doesn't get to have the chance to become solderet's contractor. Iam at chapter 1011 in novel. So, there can be a bit mistakes but it mostly is right from what i remember. Just think of joshua as a main villain among his siblings.

I wouldn't say that he has his mother Rosa's  support so he gets to have runcandel swordsmen as for the orphanage they're solely disposable tool for dirty works and alike.

And he doesn't actually possess an army like other villains. But he has a prophet's support, it's a bit complicated because there're a whole bunch of twists. So it's a long story.
