Murim people are all mostly killers. They believe in their own 'righteousness'. Most of them have the blood of innocent AND guilty in their hands. So making someone your subordinate or sparing them when they won't retaliate is not that bad.
Only people who are extremely evil or more likely to take revenge by any means need to be killed.
